El and Lux are making magic in this thread. Straight up fireworks, and the way they've played with drawing out the reveal is top class.
The Mandarin seized hold of Mongolia a long time ago and rules it with his Ten Rings organization. He is a harsh dictator who uses his people for his own gain rather than caring for them, but many of his citizens believe he is a god, or something similar, and do not leave.
The enigmatic organization known only as The Hand took control of the city-state of Japan long ago, and while no one knows who leads the organization, they follow the commandments handed down from the high seat as if they were law.
Never a united state, the land to the east of Old England is divided into a multitude of city-states, each with distinct culture and leadership, usually by elected officials of some kind. The city-states are usually fighting with each other and as such will likely never form a unified state.
